Someday be possible, policies generalized for Open Educational Resources?

The paper presents the work of David Annand, published in IRRODL (Vol. 16.5) entitled “Developing a Sustainable Financial Model in Higher Education for Open Educational Resources”. Although basically referred to American institutions, it serves to reflect on the phenomenon.

The expectations raised after the birth of the movement around Open Educational Resources (OER) were great. The OER (Open Educational Resources) or Open Educational Resources (OER) were rated well in 2002 by UNESCO in Forum on Open Courseware, but then as a substitute for the contents of open source, open source, concepts already used a few years earlier. Since then, this trend took hold.
